Women’s Council Proposed Bylaws Cleanup

We realize that 2019 contained a dizzying amount of bylaws changes.  From elections, nominating, re-structure of regions, and state networks, the Council is settling into a new framework for the time being.  

Last May, changes to the nominating structure were approved, the rationale behind these changes were intended to be more inclusive to other national committees and maximize representation to various key decision-making bodies. 

It has come to our attention by our Parliamentarian that it is neither a good business practice nor does Robert's Rules recommend that a sitting President preside over a nominating committee, even if it is in the final days of a term.  We also realized during our first year of implementing this bylaws change that an outgoing President has too many final duties to perform during the last act of her Presidency to preside over the nominating committee.

The attached bylaws change proposes that this duty be assigned to the Immediate Past National President, and in the event that she is unable to fulfill those duties, the current President will, in turn, appoint a Past National President to fill that role.  We feel this bylaws cleanup and act will further refine the process.
