Bylaws Update: Recommended Changes for 2025

This communication is being archived online to comply with the requirement of communicating proposed changes to all members 30 days prior to the meeting date (November 16). The original communication was sent to all members via email on October 9, 2025.

We are eagerly anticipating the National Conference in Houston! In addition to installing 2026 National Leaders, networking and education, we will hold business meetings, including the Governing Board meeting on Sunday, November 16th, from 9:30 am to Noon.

We invite all members to read the proposed Bylaws changes below.

Rationales for Recommended Changes for 2025

These proposed Bylaws changes were approved by the Executive Committee on Monday, September 22, 2025

These Recommended Changes will be effective with the next full election cycle (2027)

Elected 2026 Affiliate Officers may complete their term without disruption

Note: that during the National Conference, when the bylaws are presented at the Governing Board meeting, some revisions may still occur.

 

National Bylaws Itemized Rationale for Changes

Article III Section 6B: This is to allow for a stronger pipeline of REALTOR® leadership.

State Bylaws Itemized Rationale for Changes

Article IV Section 1: When voting rights at the State level were removed from past State Presidents, much history was lost. This recommendation reinstates voting rights at the State level with a requirement to make sure that the active Past State President has attended at least one Women’s Council State Network meeting in their home state, and also the requirement to attend State Orientation.

Article VI Section 1: The State Leadership Team shall consist of the President, President-Elect, First Vice President,Treasurer and State Liaison.
District Vice Presidents (DVPs) serve in a support and advisory capacity to the State Leadership Team, therefore are not required to attend all State Leadership Team meetings. DVPs may be invited to attend specific meetings when their participation is relevant or requested by the State President.

Article VI Section 1C: This language clearly defines the necessity to follow election procedures and also is intended to prevent leaders from assigning themselves another term without Candidate Review Team review and elections. In addition, there is clarity that officers may not serve at the Local and State Levels at the same time.

Local Bylaws Itemized Rationale for Changes

Article II Section 4: This aligns with National Bylaws Article III Section 6B.  To allow for a stronger pipeline of REALTOR®  leadership.

Article IV Section 1: This clearly defines that all officer positions except the Event Director must be REALTORS®.

Article VI Section 1A: This clearly defines that a National Affiliate may serve as the Event Director. All of the other Officer positions must be held by REALTORS®. Once again, this will allow for a stronger pipeline of REALTOR® leadership.

Article VI Section 1B: This section remains for additional clarity for Article VI Section 1A.

Article VI Section 1C: This section aligns with State Bylaws Article VI Section 1C and prevents the leaders from assigning themselves another term without Candidate Review Team review and elections.

Article VI Section 1E: This section aligns with the State Bylaws Article VI Section 1C, clarifying that officers may not serve at the Local and State Level at the same time.

Article VI Section 2F: This section clarifies that the Event Director must have approval of the Governing Board for development and delivery of network events. The Governing Board will have better control of event budgets and expenses.

Section 3: This section clarifies the conduct that any Officer or Director should be upholding.
